In yet another mutation of the popular ninja turtle fandom, Paramount is reaching for an oldie but a goodie in the hopes for summer 2023 animated family film success. But can this 1990’s fandom teach an old turtle new tricks?
In this Teenage Mutant Ninja Turtles: Mutant Mayhem Review | Safe for Kids?, I’m breaking down the visuals, the story, a full PG age rating explanation for violence, adult themes and language, and what kids’ age recommendation is suggested to watch Paramount’s Teenage Mutant Ninja Turtles: Mutant Mayhem 2023 parents guide to the all-new Seth Rogan animated film. A no-spoiler parent review of Teenage Mutant Ninja Turtles: Mutant Mayhem, is this reboot giving off half shelled or turtle power vibes?
The Visuals
At first glance, this 2023 TMNT movie feels “sketchy” and rough around the edges. But digging deeper into Mutant Mayhem, this unique blend of 2D and 3D animation style (comparable to Sony’s Spider-Verse franchise) honors the rough sketch and hand-drawn 2D animation with eye catching modern day 3D CGI technology.
Almost giving off stop motion and anime vibes together, Teenage Mutant Ninja Turtles: Mutant Mayhem is an homage to the past and the future of animation in one seamless movie. A fresh perspective for Paramount Pictures’ family repertoire, this reboot is definitely worth a second look.
Photosensitivity Warning. For viewers prone to epilepsy and photosensitivity, the blend of 2D and 3D animation gives a softer effect to normal strobing and flashing light sequences in Mutant Mayhem. There are a few scenes with “electrocution” and bright flashes of light, but overall I would say that none of these effects would be as photosensitive when compared to classic animation films (especially compared to the likes of say Incredibles 2 or The Super Mario Bros. Movie).
The Story
This Teenage Mutant Ninja Turtles 2023 reboot directed by Jeff Rowe (“The Mitchells vs. the Machines“) and produced by Seth Rogan (“The Super Mario Bros. Movie“), Evan Goldberg (“Superbad“) and James Weaver (“Neighbors“), boasts an all-star diverse voice cast including Jackie Chan (“Rush Hour“) as Splinter, John Cena (“Fast X“) as Rocksteady, Seth Rogan as Bebop, along with Paul Rudd (“Ant-Man and the Wasp: Quantumania“), Maya Rudolph (“Luca“), Ice Cube (“21 Jump Street“), Giancarlo Esposito (“The Mandalorian“), Ayo Edebiri (“Abbott Elementary“), Roe Byrne (“Bridesmaids“), Post Malone, and some fresh new kids voicing Leonardo (Nicolas Cantu from “The Walking Dead“), Donatello (Micah Abbey), Michelangelo (Shaman Brown Jr.) and Raphael (Brady Noon from “Diary of a Wimpy Kid“).
Taking us back to their turtle roots, this TMNT 2023 reboot origin story oozes through in an easily digestible story – for old and new fans alike. No need to re-watch any of the old Ninja Turtles to catch up. Using humor, modern day and throwback pop culture references, and superficial character builds, Mutant Mayhem is nostalgic yet fresh – giving a whole new mutation glow up for Leonardo, Donatello, Michelangelo, and Raphael.
Old and new ooze together in an action packed, laugh filled film. Old fans will love looking for fun cameos and TMNT Easter Eggs. New fans will enjoy a modern take on a popular turtle franchise. And everyone will enjoy a simple yet fun summer flick.

Is Teenage Mutant Ninja Turtles: Mutant Mayhem safe for kids? An original Paramount animated movie that’s rated PG? Should parents be concerned? It’s no secret that I am highly skeptical of all MPAA ratings (um hello, Star Wars: The Rise of Skywalker not disclosing any language??). And as we know, not all movie and TV age ratings are the same. As a parent, it’s been rather heartbreaking to witness how ratings have shifted over the years with G-rating no longer an option. Leaving PG ratings as a wide range of vague.
PG ratings now oscillating between Turning Red intense to Christopher Robin calm, and even PG-13/TV-14 age ratings teetering on the edge of R or MA ratings (Glass Onion: A Knives Out Mystery and Werewolf by Night, I see you!), there’s a wide range between the age of 0-13 years old for parents to consider. Having fully disclosed parent guidelines can help determine if a movie or show is kid friendly – and safe for the whole family to watch together.

Violence/Suspense. Mutant Mayhem violence and suspense level is about what I expect for an animated film. Action meets Fung Fu along with weapons, guns, electrocution, and hand-to-hand combat. Very little gore and blood, though there is one scene with limb impalement, multiple scenes of animated vomit with appropriate noises, and one inferred death. Verbal references to killing, murder, and death also used.
Adult Themes. So what does “impolite material” mean? That’s a good question. In terms of Mutant Mayhem, it apparently means a lot of references to the words “milking,” and “nipples.” Yes, your inference is probably 100% correct and as disturbing as it seems. And when you can’t seem to beat the dead horse enough (no offense to the horses in this movie), you keep throwing in yet another awkward milking and nipple reference. Enjoy.
Oh, and that’s not all. Teenage Mutant Ninja Turtles: Mutant Mayhem would not be complete without the crude teen humor. Everything from “girlfriends” and “pick up lines,” to visual twerking, TikTok, “turd” and “fat” references, these 4 teen turtles all have cell phones, computers, and sarcasm as well. Be prepared for one possibly gross visual kissing scene, body piercings, a visual hit to the genitals, a “head so far up butt” metaphor, and lots of “gangsta” and teen lingo to decipher.
Language. Teenage Mutant Ninja Turtles: Mutant Mayhem is certainly not clean when it comes to language. Foul language and swear words include 3 “damn,” 1 “holy crap,” 1 “suck,” 8 “H-E-double-hockey sticks,” and 1 “oh sh-” (gets cut off).
Milder insults and bad language words and phrases include “demon,” “scum,” “nipples,” “butt,” “booty,” “turd,” “milking,” “stupid,” “dumb,” “punk,” “fool,” “fat,” “gangsta,” “weird,” “lame,” “dope,” (as in awesome) “freaks/freaking out,” “piss,” “shut up,” “whack,” “heck,” “oh my gosh,” “oh my g-d,” “dear lord,” and “geez.” Overall, a lot more language than I was expecting from my 1990’s childhood franchise, but certainly more calm than I thought for a Seth Rogan film.

With a runtime of 1 hour 39 minutes, this 2023 Paramount animated film packs a punch from beginning to end. These teen turtles keep the dialogue, the fun, and the action moving – always keeping the audience at the forefront. Teenage Mutant Ninja Turtles: Mutant Mayhem is engaging, exciting and definitely geared towards kids.
This 2023 Teenage Mutant Ninja Turtles reboot is comparable to Sony’s Spider-Verse franchise. Most noticeably comparable the Spider-man: Across the Spider-Verse sequel, also released this summer.

But beneath the surface of modern take on a family-fun animated movie – humor takes heart. Paramount may be “milking” this success forever, but Mutant Mayhem is a fresh mutation with classic reboot vibes.
